<p>As we approach the end of the first quarter of 2010 it looks like market trends for this year are heading in a positive direction for both buyers and sellers. Noting quarterly sales numbers from years past indicates that while prices continue to drop, the number of sales are increasing. &nbsp;The chart below shows the median sales price for residential homes over the last four years. From 2006-2007 prices increased 5% and from 2007 on they have significantly gone down, dropping 6% in 2008 and 10.5% in 2009. The graph illustrates that in 2007 prices peaked and have since been decreasing.</p>

<p>This chart shows the fourth quarter sales for 2008 and 2009. &nbsp;Though PUD sales are even, both residential and condo sales have increased dramatically.</p>

<p>Looking at first quarter sales from 2009 shows that residential sales were at&nbsp;<strong style="font-weight: bold;">15</strong>&nbsp;and condo sales at&nbsp;<strong style="font-weight: bold;">11</strong>. &nbsp;So far in 2010 we are at&nbsp;<strong style="font-weight: bold;">14</strong>&nbsp;residential sales and&nbsp;<strong style="font-weight: bold;">9</strong>condo sales....considering we are only half way through the first quarter of this year, numbers are looking great!! If this steady flow of business continues, 2010 should follow on the trend of high sales activity and low prices.</p>

<p>LAS VEGAS &mdash; Republican gubernatorial candidate Mike Montandon on Wednesday called for broad-based reform of Nevada's property-tax system by returning to market-based assessments and scrapping property-tax caps enacted in 2005.<br /><br />The three-term former mayor of North Las Vegas made the comments in the wake of a record number of property-tax appeals filed in Clark County that could impact more than 130,000 parcels and indications of a widening property-tax revolt in Washoe County.<br /><br />From the Nevada Policy Research Institute News Bulletin, the surging number of property-tax appeals, up 33 percent in Clark County over last year's record number, is a clear signal that Nevada's taxable-value system is failing to keep pace with rapidly changing economic conditions, Montandon said.<br /><br />Trained as a commercial real estate appraiser, Montandon said the state should abandon the taxable-value system that has been the basis for determining property taxes in Nevada since 1981.<br /><br />"There's not a chance that it is constitutional," Montandon said during an interview at his campaign headquarters. "Let's go to a market-based system."<br /><br />Nevada is the only state in the country that uses the taxable-value methodology to determine assessed values. Indiana was the last state to use a similar system and abandoned it more than 10 years ago after its Supreme Court ruled it was unworkable.<br /><br />The basic problem with the taxable-value system is that it is not based on market values, critics say. Taxable value is the sum of the full cash value of land plus the replacement cost of improvements less 1.5 percent depreciation based on the age of the structure. Replacement cost is determined by using a private construction costing service &mdash; Marshal &amp; Swift.<br /><br />The system has become increasingly cumbersome in markets where undeveloped land sales are becoming increasingly scarce, such as many parts of Clark County. The lack of data requires assessors to use complicated appraisal methodologies to estimate the value of land.<br /><br />The methods used by assessors vary across the state, leading to the likelihood that similar properties are not assessed equally, which would violate Article 10 of the state constitution.<br /><br />Unlike the taxable-value system that values land and improvements separately, a market-based system would allow assessors to use readily available data on the sales of residential property to set assessed values for property taxes, Montandon said.<br /><br />Montandon said property-tax reforms should be an issue for the 2011 Legislative Session and are too complicated and far-reaching to be broached during an upcoming special session.</p>

Dr. Morrison came to WCSD with extensive IB experience in his previous position in Montgomery County, MD, and is making a concerted effort to help the community and administrators transition to IB smoothly.</span></p>

In October, the community pulled together the over $20,000 needed to send teachers and administrators from all three Incline schools to IB training this fall and winter. When this school year&rsquo;s training season wraps up in late January, we will have paid for 35 people to be IB trained!<br />This is quite an accomplishment, but our work is not yet over. We still need to find the funding to train a handful of people from Incline High School next summer and to cover the approximate $12,000 price tag associated with training every single educator at Incline Elementary next August, a welcomed requirement by the International Baccalaureate Organization. Please spread the word that now is the time to donate, large or small. We cannot proceed with the IB-IV dream without the community&rsquo;s financial support. For those of you who have already contributed, thank you! We would not be this far in the process without your generosity.<br />Jeni Cross is currently working with District officials on the submittal of our first grant request to take place in January. We will keep you posted on our success or failure to secure any money through this avenue. Additionally, we were delighted to learn that Mr. Rick Harris located grant monies to send key people to the regional IB conference in San Diego. In attendance were Kathleen Watty, K-8 Principal; Sharon Kennedy, IMS Site Administrator; Kevin Taylor, Assistant Principal of Incline High; and Jeni Cross, IHS IB Coordinator Designate. CAWS, the California Association of World Schools, which also advocates and networks for and with the Nevada and Hawaii IB World Schools, hosts one-day conferences biannually. Coordinators, administrators and superintendents from around the region were present, and everyone who attended reported back that the networking they were able to do was highly valuable. Current Status of the School Authorizations<br />Incline High School submitted Application A, the first of two applications and their $8,500 fee, in October. At the end of January, we will have sent our teachers and Mr. Taylor to 17 workshops! We hope to accomplish the remaining five in summer 2010. However, in order to proceed to Application B, more funding must be acquired to show stability for the first three to five years. We will host the Site Visit next fall, followed by authorization to begin the DP in the fall of 2011. Incline Elementary and Middle Schools are, and will continue to be as teacher training progresses, in a trial Implementation Phase required by IB before filing the applications. By late January of 2010, we will have sent seven teachers and Ms. Watty to training for the Primary Years Programme, while nine teachers and Ms. Kennedy from IMS will have attended the Middle Years Programme conferences. What this means is: If your son or daughter is currently a ninth grader or younger, he or she will have the opportunity to earn this highly-regarded diploma.<br />The International Baccalaureate Organization (IBO), a non-profit, non-governmental educational foundation based in Geneva, Switzerland, offers the IB Diploma for students in the final two years of secondary school. Established in 1965, the program evolved from its original purpose as a service to geographically mobile students in the international community to embracing schools in national systems across the globe. IB is currently in 138 countries worldwide.<br />IB students relate first to their own national identity &ndash; their own language, literature, history, and cultural heritage, and then strive to understand the corresponding traditions of others. The philosophy of IB is as follows: &ldquo;Through comprehensive and balanced curricula coupled with challenging assessments, the International Baccalaureate Organization aims to assist schools in their endeavors to develop the individual talents of young people and teach them to relate the experience of the classroom to the realities of the world outside.
